Ok with 2 episodes down I'm going to make a pair of wild speculations:

1 - The serial rapist is actually one of the radical feminists trying to get the Greek Houses shut down. Though I think they'll have been inspired by the one Houses' sex scoring game from last season...

2 - Horshack snapped under the torture and has either killed the Boy Meets World kid or imprisoned him and is torturing him as payback...
