Who is the Man-Eating Cow? Is she a hero? Or just a crazed killer stalking the underworld? Rumors that she was placed as The City's protector by The Tick abound. Some will say that the dark shadows of crime, infested as they are with clowns, ninjas and poetry spouting mob bosses NEEDS a vicious bovine avenger. Others hold that no one deserves to be eaten simply for being a criminal. And what is her connection to Richard "Crime Cannibal" Donner?

All I know is that in a world where man-eating cows are outlawed only outlaws will..er..eat criminals?
