 What could have been a dark history piece on how the CIA helped create the Columbian cocaine cartels while trying to build an anti-Communist armed force in Central America is instead kind of a light action-comedy.  Mostly because of the aw shucks charisma of Cruise.  Who makes for a very oddly likeable drug smuggler.
